Key dates

July 19, 2024: Republic Services (Applicant) submits initial version of LU-24-027, their conditional use permit application for the expansion of the Coffin Butte Landfill. The application is deemed Incomplete by the Benton County Planning Division.

October 30, 2024 and January 15, 2025: Applicant submits a revised application and a supplemental burden of proof. This application is deemed complete, and the application moved into the process for review by the Benton County Planning Commission.

April 29-July 22, 2025: Public hearing before the Benton County Planning Commission, deliberations and decision.

July 29 2025: The Planning Commission adopts the decision to deny the application for expansion of Coffin Butte Landfill.

August 12, 2025: Republic Services files an appeal of the Planning Commission’s decision.

August 15, 2025: Benton County updates the Coffin Butte website with re-organized public record for simpler public access and ease of review.

October 22 – November 17, 2025: Public hearing before the Benton County Board of Commissioners, deliberations and decision.

November 26, 2025: Final deadline for conclusion of decision process regarding LU-24-027.

CUP Timeline through Planning Commission decision (July 19, 2024 – July 29, 2025)

July 19, 2024. Republic Services submitted a Conditional Use Permit application to expand the Coffin Butte landfill.

Aug. 16, 2024. The application was deemed Incomplete.

Oct. 30, 2024. Applicant submitted a revised CUP application.

Jan. 15, 2025. Applicant submitted supplemental information (Burden of Proof) to Benton County, bringing the application to the point that it met the qualifications to be deemed Complete. Applicant requested a 58-day extension to allow extra time before the public hearing before the Planning Commission is scheduled.

Jan. 20, 2025. Applicant’s request for a 58-day extension was granted.

March 14, 2025. Applicant submitted an addendum to the Burden of Proof.

March 19, 2025. Benton County announced the schedule for a Public Hearing before the Planning Commission and opened the public comment period.

April 22, 2025. The Benton County Planning Division released the staff report recommending denial of the application, exhibits and public written testimony to date.

April 29, 2025. Public hearing, day 1: presentation of the staff report. View meeting recording.

May 8, 2025. Public hearing, day 4: public verbal testimony. Republic Services requested and was granted a 47-day extension. Hearing was continued. View meeting recording.

June 17, 2025: Public hearing, day 5: Planning Commission convened to continue public hearing to a later date. View meeting recording.

June 26, 2025: Release of the supplemental staff report recommending approval of the application with conditions.

July 8, 2025: Public hearing, day 6: presentations of supplemental staff report and applicant updateView meeting recording.

July 9, 2025: Open record period closed at 6 p.m. Public hearing, day 7: public verbal testimony on new evidence. Planning Commission opened a 7-day Responsive Open Record Period for responses to new evidence presented in the July 8 and 9 hearings. View meeting recording.

July 16, 2025: Responsive Open Record Period closed at 5 p.m.

July 22, 2025: After more than three hours of deliberations, the Planning Commission voted unanimously to deny the application. View meeting recording. The County began preparing written findings of fact and conclusions of law.

July 29, 2025: Planning Commission met and adopted the final written decision and findings denying the application. View meeting recording.

CUP Timeline, starting with appeal to Board of Commissioners (August 12, 2025 to present)

Aug. 12, 2025: Republic Services filed an appeal of Planning Commission decision to deny the CUP application. They also filed a 60-day extension to the timeline in order to allow for adequate review of any submitted, supplemental technical materials. The application will be reviewed by the Benton County Bord of Commissioners.

Aug. 13, 2025 until close of Board of Commissioners Public Hearing: Public comment period for the public hearing before the Board of Commissioners, which is scheduled to begin in late October, 2025. Members of the public can submit written testimony through the online formemail, postal mail and hand delivery. Those who wish to deliver verbal testimony during the multi-day hearing should use the forthcoming form to sign up.

Aug. 15, 2025: Benton County posts reorganized public record from Planning Commission process to web-hosted format.

Oct. 15, 2025: Expected date for County to publish a staff report considering evidence submitted by the applicant and public since the start of the appeal 

Oct. 22, 5:30 – 10 p.m.: First day of public hearing: presentations by the County and the applicant followed by the start of verbal public testimony
